Fence rails are the horizontal timbers fixed between posts that the palings nail to. This is a 75mm by 50mm rough-sawn rail in H3 treated pine, the standard size for paling and picket fences.
Most fences run two or three rails between posts depending on height. The H3 treatment handles outdoor exposure so the frame lasts as long as the boards. Run them level between your fence posts and fix the palings to the face. Sold each.
